Laurence Ainsworth, Executive Director of Resources

Welcome

I am delighted to welcome you and thank you for your interest in these two pivotal opportunities at Lancashire County Council.

About Lancashire

Lancashire is one of the largest and most complex local authorities in the country: a £2.2bn organisation serving 1.27 million residents through the dedication of more than 13,000 colleagues. With a rich mix of vibrant cities, historic market towns, and stunning rural and coastal landscapes, it is a county of great diversity and ambition. Our scale and breadth make this an extraordinary place to make a difference, not just to local services, but to the lives of communities across the North West and beyond.

We are clear in our vision: to build a better Lancashire where everyone can live their best life through stronger communities, a growing economy, and high-quality public services. Achieving this means continuing to deliver the fundamentals well while also embracing new ways of working, thinking differently, and reshaping our organisation for the future. At the heart of this are our values: we are supportive of our colleagues and communities, innovative in how we respond to challenges, respectful in how we work together, and collaborative in striving for the best outcomes. These values guide everything we do and will be central to how you as leaders will deliver in your roles.

This is a moment of real change. Like many others, we face financial pressures and increasing demand for services. For Lancashire, this means we must focus sharply on efficiency, innovation, and transformation. We also are navigating through fundamental changes to local government including local government reorganisation and devolution. The successful candidates will have my full support alongside the wider corporate leadership team who are committed to openness, professionalism, and collaboration.

The Director of People will ensure we continue to get the 'brilliant basics' right to support our talented workforce, while ensuring our colleagues are prepared, motivated, and equipped to meet the future. The Director of Strategy and Transformation will take forward our major programmes of transformation and improvement, from digital and data, to service redesign and corporate efficiency, ensuring that innovation and delivery go hand in hand. They will also play a key role in responding to local government reorganisation while enabling us to be a more insight driven council alongside implementing other major policy agendas.

Both roles are career-defining opportunities. Very few councils offer the scale, profile, and impact that Lancashire can. You will join a leadership team that values honesty, ambition, and creativity, and you will have the chance to influence not only the future of our services but also the trajectory of a county that matters regionally and nationally.

We are looking for leaders who can live our values while also bringing the resilience, imagination, and ambition to drive meaningful change. If you share our vision for a better Lancashire and are excited by the prospect of leading at this level, we look forward to your application.
