Lancashire County Council is entering a significant period of transformation across Adult Social Care. With Local Government Reorganisation ahead and a clear ambition to strengthen quality, practice and lived experience, this is a pivotal moment for the county. We are creating a new, strategic leadership role to embed sustainable quality improvement at scale, influencing services that support thousands of residents across Lancashire.

Reporting to the Director of Strategic Commissioning and Quality, this postholder will lead a new function spanning practice quality, commissioning and market oversight, workforce development and cultural change. You will shape and deliver a directorate-wide Quality Improvement Strategy, strengthen audit and assurance, enhance professional leadership across social work and occupational therapy, and drive continuous improvement across operational and commissioned services. This role bridges operations and commissioning, ensuring insight turns into measurable impact.

You will bring a strong track record of leading improvement in regulated environments, the credibility to influence partners, and the ability to shift culture towards learning, openness and strengths-based practice. Strategic, politically aware and collaborative, you will be motivated by leading change that improves outcomes for people and communities.
